Instructions
Preheat the oven to 400°F.
Cut the tops off the bell peppers and set them aside. Remove the seeds and membranes, then carefully carve jack-o-lantern faces into the sides of the peppers.
Cook ground beef, onion, and garlic in a skillet and season with salt and pepper.
Prepare the Rice-A-Roni according to the package directions, using the 2 tablespoons butter.
Mix Rice-A-Roni and cooked ground beef together.
Mix tomato paste, water, and brown sugar and combine the mixture with rice and ground beef.
Spoon mixture into each bell pepper, top each pepper with cheese, and put the top of the bell pepper back on.
Add 1/4 inch of water to a large baking dish and arrange the stuffed peppers inside. Cover with foil and bake for about 40 minutes.
Remove the foil and pepper tops. Broil for a few minutes, watching closely, until the cheese is lightly browned.
Notes
Keep the tops of the bell peppers after cutting them off so they can be placed back on before baking.
